Transportation Safety Plan

The Metropolitan Topeka Planning Organization (MTPO), City of Topeka and Shawnee County, KS initiated the development of a Regional Transportation Safety Plan to improve the health and well-being of residents and visitors who travel on their local transportation system. This includes travelers on city streets, county roads, sidewalks, bikeways, and transit. This Plan focused on local roadways which does not include state and federal highways in the Topeka / Shawnee County area which are under the jurisdiction of the Kansas Department of Transportation (KDOT) and the Federal Highway Administration (FHWA). Crashes involving drivers, pedestrians, bicyclists and transit users is a public health issue. Between 2010 and 2016 (seven years), there were a total of 23,591 crashes in the Topeka / Shawnee County region including 5,545 injury crashes and 68 fatal crashes.

The Purpose of the Transportation Safety Plan is to identify locations/corridors that may benefit from systemic, low cost safety improvements and to provide direction in the prioritization of local transportation safety needs within the MTPO Region.

Plan Objectives

The Plan objectives focus on four areas that will improve the health and well-being of residents and visitors who travel on their local transportation system.

 – Reduce crashes (especially injury and fatality) on local roads in Topeka/Shawnee County

 – Provide data-driven recommendations for countermeasures and project locations

 – Help all stakeholders work together toward common transportation safety goals

 – Provide a strategy for measuring future progress

Topeka Metropolitan Transit Authority uses the Transportation Improvement Program (TIP) development process of the Topeka Metropolitan Planning Organization (MTPO) to satisfy the public hearing requirements of 49 U.S.C. Section 5307 ©. The TIP public notice of public involvement activities and time established for public review and comment on the TIP satisfies the program-of-projects requirements of the Urbanized Area Formula Program.
