Walking is already estimated to be significant to the city, with approximately 1,300 Topeka residents reporting to the U.S. Census Bureau that they walk on a regular basis. An estimated 1,650 K-8 children walk to Topeka schools.
The Topeka Pedestrian Master Plan is one piece of a larger effort to improve quality of life through the development of vibrant neighborhoods and greater transportation choices serving pedestrians, bicyclists, transit users, and motorists.
The plan was approved by City Council at the March 15, 2016 City Council meeting. It rrecommends actions for the city to become more pedestrian-friendly and prioritizes over $21 million of sidewalk, ADA ramp, and crosswalk improvements in the city’s highest pedestrian demand areas. These include areas around schools, bus routes, parks, and intensive care/at risk neighborhoods. 18 geographic focus areas, including 13 neighborhoods and 5 corridors, were inventoried for improvements. The process has included 2 community forums, 4 meetings with a stakeholder committee, nearly 600 citizen survey responses, and 15 meetings with separate neighborhood groups.
Topeka Metropolitan Transit Authority uses the Transportation Improvement Program (TIP) development process of the Topeka Metropolitan Planning Organization (MTPO) to satisfy the public hearing requirements of 49 U.S.C. Section 5307 ©. The TIP public notice of public involvement activities and time established for public review and comment on the TIP satisfies the program-of-projects requirements of the Urbanized Area Formula Program.
