Futures 2045

Approved in 2022, Futures2045 is a guide for transportation and mobility decisions for Topeka and a portion of the surrounding Shawnee County. It explores current demographic, economic, and land use trends. Futures2045 models future growth, identifies needs for roadways, public transit, bicyclists and pedestrians, and freight movement through the year 2045. This plan also recommends future transportation actions for the region. As the Metropolitan Transportation Plan (MTP), it is a necessary requirement for federal fund recipients to maintain identification of key initiatives that will help the region support desired growth.

Guiding Principles of the Plan

Continue Progress

The plan recognizes the progress made on recommendations from the previous plan by recommending a continued focus on long-term projects that preserve the existing transportation system while also expanding facilities for active transportation.
 

Strengthen Performance Management

The MTPO has adopted several performance measures for the transportation system. This
plan recommends an increased emphasis on implementation of management systems to define and monitor system performance for these objectives.
 

Prepare for Transportation Innovations

This plan recommends continuous dialogue and preparation for application of technological innovations that are moving forward from electric vehicles to drone delivery systems. The MTPO will monitor available innovations and develop a process for ensuring the regional transportation system is responsive to future changes.
 

 

Background

Federal law requires urbanized areas with populations of greater than 50,000 residents to undertake continued, comprehensive, and cooperative long-range transportation planning for Metropolitan Planning Areas. These are carried out by Metropolitan Planning Organizations as guided by the Fixing America’s Surface Transportation (FAST) Act, adopted 2015. Plans must meet current and future needs for all modes of transportation and be updated every five years. The MTPO – a partnership between the City of Topeka, Shawnee County, Jefferson County, the Topeka Metropolitan Transit Authority and the Kansas Department of Transportation Topeka, formed in 2004 – oversees this duty.

Topeka Metropolitan Transit Authority uses the Transportation Improvement Program (TIP) development process of the Topeka Metropolitan Planning Organization (MTPO) to satisfy the public hearing requirements of 49 U.S.C. Section 5307 ©. The TIP public notice of public involvement activities and time established for public review and comment on the TIP satisfies the program-of-projects requirements of the Urbanized Area Formula Program.
